Complex construction projects demand rigorous financial planning and management, particularly for industrial or commercial facilities where the margin for error is slim.
Hence, before starting a construction project, a company needs to consult a quantity surveyor (QS) team for budget plan, bill of quantities for tendering, and QS support during construction. However, many are still unaware of the full strategic value a QS team can bring.

When the scope of work is expanding as a CMA, a QS team delivers five core functions:
1. Cost Planning and Financial Forecasting
Realistic budgets are built using parametric estimation and benchmarking from comparable projects. As design develops, monthly cost reports keep clients informed and in control.
2. Procurement Strategy and Tender Evaluation
The team structures strategic tender packages, selects the appropriate contract type (lump sum for budget certainty/re-measure or design-and-build for schedule flexibility), and pre-qualifies contractors on both technical and financial capability to protect clients’ commercial interests.
3. Contract and Commercial Risk Management
Contractual risks are identified early: poorly defined extension of time clauses, overlapping scopes between contractors, exchange rate exposure, and commercial implications of work omissions. Early identification means early mitigation.
4. Cost Control During Construction
Variations are inevitable in complex projects. The team manages change orders systematically, ensures all variations are formally recorded and continuously works to keep total costs aligned with the approved budget.
5. Value Engineering
The team does not simply cut costs as they evaluate material and system alternatives, consider lifecycle and operational costs alongside capital expenditure, and present informed options so every decision is made with full commercial clarity.
