Animal feed facilities operate at the intersection of industrial production and food safety since the end product is a part of the food chain. Although not as strict as pharmaceutical facilities, they do require flow layouts that must support both operational efficiency and biosecurity.
The complexity of the design and construction process gets higher when the facilities are built on a mega-scale site, such as a poultry feed factory project that TeamworX is currently developing in Lamongan, East Java.
When TeamworX Indonesia took over the engineering, procurement, and construction management (EPCM) of the 50-hectare poultry feed facility, the scope was challenging: 21 buildings with grain silos larger than industry standards are slated to commercially operate in March 2028.
The project, part of an 80-hectare animal feed facility area, required coordinating with multiple stakeholders, both from the company and contractor sides. Working on this project has brought out two strategic lessons in managing mega-scale industrial constructions.
1. Break massive scope into strategic work packages
The first instinct when facing 21 buildings might be to organize work by construction zones or building types. Yet, TeamworX Indonesia chose a different approach: packaging work based on data availability rather than physical proximity.
The project was divided into eight tender packages, prioritizing areas where the client's process information was already complete. The finished goods warehouse launched first because it required minimal process engineering input since the building would be heavily utilized for manual handling with forklifts and truck loading. Supporting buildings like the weighbridge, offices, and laboratory followed, as these weren't dependent on complex production tower specifications.
Meanwhile, the production tower and raw material storage systems are reserved for later work packages as they need the most technically complex components. This way, the client has time to finalize intricate process details without holding up the entire project.
“This is our mitigation strategy to keep the construction running on schedule while finalizing the technical components in parallel,” says Cahyo Sumeru, the Project Manager for the EPCM of the poultry feed factory.
2. Structure multi-party coordination from day one
The mega-scale project included not only a large client team with separate departments but also three other entities developing aqua feed and woven bag facilities in the same integrated area. As a result, multiple stakeholders with competing priorities are involved in the construction project.
Therefore, an initial workshop was conducted to map the client’s organizational structure and establish clear points of contact for each process area. All quantity surveying, contract, and tender matters were channeled through three designated client representatives, preventing the communication chaos that derails schedules.
Proactive coordination is also essential for working on the construction in the shared area. Drainage routes, utility connections, and cable pathways had to cross areas already under construction by other parties. By establishing explicit agreements on shared infrastructure early, TeamworX Indonesia avoided costly rework and schedule conflicts.
“We apply an integrated design approach across disciplines and stakeholders that refers to the regulations. Therefore, the functionality, safety, and regulations compliance are taken into account from the very beginning,” says Tommy Triansyah, Senior Architect for the project.
